Optimal Africa Research, Ltd. [OAR],
a Ghana-based monitoring and evaluation firm, is seeking a Research & Evaluation
Design, Analysis, and Training Specialist. OAR is a spin-off from Optimal
Solutions Group, LLC [Optimal], an U.S.-based public policy research firm. OAR
designs and conducts rigorous evaluations, cost-benefit analyses (CBAs), and
other analyses for international funders, i.e., U.S. Agency for International
Development (USAID).
Job Description
Responsibilities:
- The Research & Evaluation Design,
Analysis, and Training Specialist will design and implement impact
evaluations, including randomized control trials, quasi-experimental
designs, and conduct cost-effectiveness studies across a range of
education domains .
- This position is for an Evaluation Program in
Ghana funded by the USAID.
- The objectives are to build, improve,
strengthen evaluation and monitoring capacity at different levels within
the Government of Ghana and local institutions; and promote evidence-based
decision-making in the education sector.
Required Skills or Experience
Qualifications and Requirements:
- Master degree or equivalent in Economics or
related field
- Demonstrated abilities in program/project
results monitoring and reporting
- Demonstrated technical expertise, ample field
experience, and specific technical experience in quantitative impact
analysis methodologies, including randomized trials and cost-effectiveness
studies
- Field survey design and implementation
experience
- Ability to rapidly develop impact evaluation
scopes of work and consolidate independent relationships with technical
level public officials and civil society partners
- Fluent in written and spoken English
