Position: Performance Monitoring Information Specialist

Optimal Africa Research, Ltd. [OAR], a Ghana-based monitoring and evaluation firm, is seeking a Research & Evaluation Design, Analysis, and Training Specialist. OAR is a spin-off from Optimal Solutions Group, LLC [Optimal], an U.S.-based public policy research firm. OAR designs and conducts rigorous evaluations, cost-benefit analyses (CBAs), and other analyses for international funders, i.e., U.S. Agency for International Development (USAID).

Job Description

Responsibilities:
Optimal Africa Research, Ltd. [OAR] is seeking a Performance Monitoring Information Specialist for an Education/Health Evaluation Program in Ghana funded by the USAID.

• The objectives will be to build PMP system design, development and maintenance, capacity development support to MOE/GES and project staff (first 2 years). 
• The objectives are to build, improve, strengthen evaluation and monitoring capacity at different levels within the Government of Ghana and local institutions; and promote high evidence-based decision-making in the education sector.

Required Skills or Experience

Qualifications and Requirements:

• Master degree in related field
• Demonstrated abilities in program/project results monitoring and reporting
• Demonstrated experience in PMP system design, development and maintenance and capacity development support to government officials and project staff
• Field survey implementation experience
• A minimum of 2 years working in similar activities
• Fluent in written and spoken English

Desired Qualifications:

• Ph.D. in relevant field
• Experience in Monitoring and Evaluation and education in West Africa/Ghana preferred
